COMMUNICATION TO MEMBERS OF THE NATIONAL COUNCIL OF BLAF

 

DEAR MEMBERS OF THE NATIONAL COUNCIL OF BLAF,

Following the decision taken at the previous meeting of the National Council on 26 October 2024 to hold a further meeting of the Council in March 2025, I hereby convene a meeting of the National Council of BULAF on 14 March 2025 at 11 a.m. at the Green Hill Hotel in Stara Zagora with the following agenda :

  1. Report on the activities of the President of the National Council;
  2. Report on the activities of the Secretary General of BULAF on the collection of membership fees and deductions under the rules for collection and spending of funds;
  3. Report on the activities of the Chairperson of the Supervisory Committee;
  4. Report on the activities of the Chairperson of the Committee on Professional Ethics;
  5. Report on the activities of the Chairperson of the National Quality Council;
  6. Report on the activities of the Chairpersons of the ROC of BULAF;
  7. Discussion and decision-making on internal operational organizational issues and on issues related to relations with persons and institutions outside the structure of BULAF.
  8. Discussing problems in providing offices for RC of UASLAF;
  9. Discussion of membership issues - notification letters to employers on the territory of the district, issuance of a membership certificate, issuance of a UIN, issuance and service of a membership card;
  10. Discussing the work with the official e-mails and the website of the organization;
  11. It's all sorts of things.

On the next day - 15.03.2025, a training of the Chairpersons of the Board of Directors of the RoC will be held to work with the Register of UAVF and the requirements for document flow, as well as a discussion with the Chairpersons of the Professional Ethics Committees of the Regional Colleges on the rules for the organization of their activities in the performance of their functions for monitoring compliance with the professional-medical, moral-ethical and deontological issues and rules related to the exercise of the profession; the examination of complaints and the issuance of the acts establishing infringements under Article 40 of the ZSOMSAAMSLAZF.

Dear colleagues,
We would like to inform you that at the end of last week the IT specialists of Information Services (IS) performed successful tests for integration of the register submitted by us. The next final step after the tests is for the EO to download the information from our register and integrate it into the general system of the NZIS in order to make the WINs active and visible in the electronic information system.
Due to external reasons and circumstances beyond our control, there is a delay in the work at the last stage. A failure of the e-prescription system was reported. We hope that once the problem is resolved on a permanent basis, the IBs and EOs will be able to complete the integration of the register as soon as possible. All the time we are in constant contact with both the MH team and the EO.

education, qualification and professional activities of medical
specialists – medical assistants, nurses, midwives, rehabilitators,
X-ray and medical technicians and assistant pharmacists should be
discussed in advance with representatives of interested parties and directly related to the
the consequences of changes in professional organisations.
We believe that only through discussion and constructive dialogue between the executive
Government and professional organizations can be achieved adequate and workable
solutions.

The National Management Board of BULAF held a working meeting with the management of the Ministry of Health

Dear colleagues,

We would like to inform you that yesterday, 31 January 2025, the National Management Board of BULAF held a working meeting with the management of the Ministry of Health, represented by the Minister of Health, Assoc.

During the meeting, we presented the proposals of the Bulgarian Medical Association, developed and agreed with the National Quality Council of our organization, for additions and amendments to the regulatory framework related to the exercise of our profession of medical assistant/feldsher.

Our proposed comprehensive and substantial changes to all of us are in a number of laws and regulations – in the Health Insurance Act, Ordinance No 1 of 8 February 2011 on the professional activities that nurses, midwives, associated medical assistants, dental technicians and health assistants may carry out by appointment or independently, Ordinance No 3 of 27 April 2000 on health offices in children’s facilities and schools, Ordinance No 2 of 21 April 2011 on health requirements for cemeteries (cemeteries) and burial and transfer of deceased persons, Ordinance No 4 of 4 March 2009 on the conditions and procedure for prescribing and dispensing medicinal products, Ordinance No 14 of 15 April 2004 on medical criteria and the procedure for establishing death, as well as changes to the National Classification of Occupations and Occupations. Immediately after the meeting, the proposals were submitted for consideration by an official letter to the Ministry, from which we expect a quick reaction, in fulfillment of their commitments.

At the meeting, once again, we insisted on the issue of the urgent integration of the BLAF register with the NHIS and the activation of the WIN through the Information Services system. On their part, we received assurance that work on integration is underway, and by the end of next week it will be a fact, with which our WINs will be active and visible in the electronic information system. Once this happens, we will give detailed information to any of our members who have difficulties on how to register in the NZIS system and how to download the ErX medicine app! In this regard, it is necessary in the coming week to secure and activate your electronic signatures through licensed and specialized providers of this service in order to be able to write recipes independently.

I would like to thank each of you for your understanding, patience, questions, suggestions and signals for discrepancies in the register of UASFF, and I would like to inform you that it is being worked on every day.

Regarding your enquiries about the fact that you do not see the new members entered in the general list of the respective RoC, I would like to inform you that this is because they are entered by one user - the colleague Dudev, and not by the relevant regional college, which is temporary until the training for working with the register, planned during the National Council in the period 14-16.03.2025. The training will enable you to work independently with the register and periodically enter, change and update data about a colleague and his/her membership! All members will be distributed in the lists by the respective colleges, but until then please search them by name or WIN. On the occasion of the members "illuminated in red" and already paid membership fees - their current data will be corrected! I ask for patience and understanding on your part, as we need one person to apply the data to nearly 2,000 people, and this takes time, which we are trying to shorten. Due to the growing role of our organization, which requires our active participation in the resolution of all issues concerning our class, I would like to inform you that I am convening a meeting of the Board of Directors of BASF at 12:00 o'clock on 19.01.2025, in a conference call, with the following agenda:

  1. Discuss and prepare proposals for legislative changes in relation to the regulation and legitimization of the responsibilities that medical assistants assume in the performance of their professional duties;
  2. Discussion and preparation of the agenda of the upcoming National Council;
  3. Discussion and preparation of a training programme for the Chairpersons of the RoC Board and the Ethics Committees;
  4. Establishment of an organization for conducting the National Assembly and training;
  5. Others.

Dear colleagues,

Dear friends, on 7 December 2024, an extraordinary Congress of the Bulgarian Union of Medical Assistants and Paramedics – BSLAF took place in Sofia.
I am extremely proud that, with this event, we medical assistants/feldshers have proven that, despite our not-so-joyful fate as oppressed, restricted and segregated medics, called health caregivers, we have proven that we are worthy and alert people and professionals.
The interest in the event was very high and positive. The existence of BSLAF, and the future of the profession of medical assistant, emerged as a common, supreme care and common creation of all attending delegates and heads of BSLAF.
All issues and proposals envisaged by the programme, as well as those outside the preliminary programme, were debated. A democratic way was reached consensus and fair solution of fundamental issues concerning the functioning of our professional organization.
I would like to thank all the delegates who attended the Congress for their proposals and for their adequate reactions. I want to assure them that with their worthy work and irrevocable decisions, they have contributed immensely to the image of our profession, place and not only in healthcare, but also in society.
Dear Bulgarian medical assistants/feldshers, I assure you that this structured BSLAF – its management board and the management boards of its regional colleagues and control bodies – will be behind each of our member-medical assistants/feldshers, protecting their interests and dignity and increasing their qualifications !
Our ambition is to make our profession the most desirable and prestigious one, not only among young people, but also among employers and the public.
The guarantor of this is the BLAF!
